LONGTERM U.N. PLAN
Development Of Congo LEOPOLDVILLE, July 29. A United Nations plan for developing the Congo’s industry and trade and educating civil servants to take over the administration over the next five years was discussed by the United Nations Secretary-General, Mr Dag Hammarskjold, with Congo leaders today. The plan is understood to embrace: An industrialisation scheme with the emphasis on small-scale domestic production. An African trade pattern would be gradually Introduced in place of a Congo tied to Western Europe. The creation of a higher-echelon civil service group able to take over administration from United Nations supervisors. A task force in the Congo for “at least five years and probably more.” Some United Nations officials believe the training of Congolese civil servants, army officers, doctors. lawyers, and qualified men and women of all grades to be a problem which cannot be solved in five years. They are thinking in terms of 10 to 15 years.
