O.A.S. To Hear Cuban Charges Against U.S.
(W.Z. Press Association—Copyright) NEW YORK, July 20. The Organisation of American States will hear charges from Cuba that the United States has committed “economic aggression” against her and has interfered in her internal affairs. The United Nations Security Council yesterday voted, to refer the Cuban charges to the O.A.S. on a resolution introduced jointly by Ecuador and Argentina.
A debate which saw the Soviet Union and the United States representatives engage in a bitter exchange ended with a vote of 9 to 0 in favour of the resolution, with the Soviet Union and Poland abstaining.
The chief Soviet delegate to the United Nations (Mr Arkady Sobolev) told the United States: “Do not touch Cuba. Leave Cuba alone. Let it do what it deems proper in its own country, and do not threaten Cuba with your might because other countries also have much might.” The chief United States delegate (Mr Henry Cabot Lodge) replied: “Do not touch us. Do not touch those with whom we are tied. Do not reek to extend Comnatmist imperialism. That is very Simple and ought to be easily understood by everybody.” i Cuba’s Foreign Minister (Mr Raul Roa) denied the United States contention that the O.A.S. was the proper organ to hear the Cuban charges. .
Mr. Roa said after the vote thit Cuba would have - preferred that the United Nations Security Council retain exclusive jurisdiction, but "we certainly bow to the terms of the majority resolution of the Security Council.” He did not say specifically whether Cuba would debate her issue against the United States in the O.A.S. which earlier had decided to call a meeting of the 21 Foreign Ministers of the American Republics to consider the current dispute.
