Sir, —The walking out of the New Zealand delegates at the International Labour Conference when the South African Secretary of Labour took the rostrum was a form of protest often resorted to at conferences. In this case South Africa is still persistently violating human rights; therefore the South African delegate must bear the consequences. New Zealand delegates were not the only delegates to walk out. Boycotting has been a privileged form of dis* approval for centuries. Soutlj Africa is the representative of bad judgment, in expecting ap4 proval or a hearing of its apart* heid policy.—Yours, etc..
