Emergency In Congo

(Rec. 10 p.m.) ELIZABETHVILLE, June 14.

A state of emergency was declared tonight in the rich Congo mining province of Katanga as a result of a threat by the majority party in the province to secede from the Congo and join Rhodesia. The announcement of the emergency did not specify the exact nature of the crisis. But it said the emergency had been proclaimed after “precise information” received by the authorities “concerning plans tending to create very shortly an illegal situation constituting a threat to public order.” The state of emergency was announced by the Katanga Governor (Mr Andre Scholler). Observers were convinced that the Governor had in mind the secession threats arising from a political struggle between the two leading political parties in Katanga—the Conakat and the Balubakat.

The Conakat Party has recently threatened to form its own government in Katanga and to make overtures to neighbouring Rhodesia about prospects for forming a federation.
