WherT asked to comment in Wellington tonight, why the second universities' test in Sydney must be played under international rules, the chairman of the New Zealand University Rugby Union Council, Mr C. A. Blazey, said the reason was because the University Council had not had the approval of the New Zealand Rugby Union.

“You can’t depart from international rules without the approval of the parent body,** he said, adding that the usual procedure for touring teams if they wanted to play under local rules of the country they were visiting was to make application to the parent body before they went. In the case of the university team now in Australia, there had not been sufficient time. Consequently the New Zealand Rugby Union had not been approached.
