PRE-SUMMIT TALKS
West’s Foreign Ministers Meet (N.Z. Press Association—Copynglit) NEW YORK, April 10. The British Foreign Secretary, Mr Selwyn Lloyd, arrived in New York by air today on his way to Washington for the Western Foreign Ministers’ talks preceding next month’s summit meeting. Mr Lloyd said he would not be brmging any “positive proposals’’ to the Foreign Ministers’ meeting. It had oeen arranged some time ago, he said, and he thought the mam topics would be disarmament, East-West relations, and the problems of Germany, including West Berlin. Asked *what was the British position on Berlin, Mr Lloyd replied that it remained what it had always been. **We are still determined to preserve the freedom of the people of West Berlin,” he said.
