Talks With Kubitschek RIO DE JANEIRO, February 24. President Eisenhower will arrive in Rio de Janeiro today by air from Brasilia on his iwo-week South American goodwill tour President Juscelino Kubitschek was at Brasilia yesterday to welcome Mr Eisenhower on his arrival from Puerto Rico, and the people of the new capital gave him a warm and noisy greeting. After a private luncheon in Rio de Janeiro, President Eisenhower will address the Brazilian Congress, attend a reception, visit the Supreme Court and attend a dinner given in his honour by the Brazilian President. After dinner at Brasilia last night the two Presidents settled down to a private talk which was considered likely to be the most important of Mr Eisenhower's visit. President Kubitschek told a press conference earlier that President Eisenhower’s visit to Brazil was "a demonstration that the leading nation of the world is on our side.” President Kubitschek said he would raise no bilateral subjects as these could be taken care of through proper channels, such as the pan-American talks in Caracas shortly. He said in answer to a question that the subject of Cuba would not be broached by him. “Brazil favours no intervention.” he said. “Each nation must solve its own problems.” He said Brazil would not ask for a loan or other financial aid for the petroleum monopoly company, Petrobras . i
