STALEMATE AT GENEVA
Resumption Of Talks GENEVA, January 13. The 15-month-old Geneva nuclear test ban talks resumed yesterday in the same stalemate in which they adjourned before Christmas, American Associated Press reported. British, American, and Soviet delegates each restated their positions on how to “police" underground tests, without putting forward any new proposals. The talks adjourned on December 18 in total disagreement on ground test controls.
