CREDIT BALANCE IN PAPARUA
Increase Of £15,550 In Year The 1958-59 financial year for the Paparua County Council closed with a net credit balance in all accounts amounting to £41,063, an increase of £15,550 on the balance at the beginning bf the year. “This substantial credit balance is accounted for largely by the increased office building fund which will, however, be largely used up in the current year, and by the position of the new works programme which had not come to charge at the close of the financial year,” said the county chairman (Mr J. H. Weaver) in his annual report. Mr Weaver said Sockburn and Hornby County town rates were unchanged, but those of the rural district had been increased l-10d to bring them into line with the county farms. “The council considers this increase essential so that greater advantage, can be taken of National Roads Board road subsidies and a progressive road sealing programme carried out,” he said.
Mr Weaver said the council had continued a policy of sealing main highways as quickly as National Roads Board subsidies allowed and was making considerable progress in the provision of a network of sealed roads throughout the county.“The amendment to the National Roads Act by ' which roading subsidies will be related directly to expenditure on roads will benefit most those counties whose ratepayers are willing to pay their full share for good roadiiig amenities and I continue to question whether rural Paparua, in particular, is paying sufficient in rates to ensure that it in turn receives a fair share of the national distribution of roadng subsidies,” he said.
