DUPLICATION OF RATING

Halswell Residents* Concern Concern over what appeared to be assessments for the same drainage benefits by two rating authorities was expressed in a letter by residents living at the Patterson avenue and Cashmere road intersection, to the Halswell County Council. In the letter, the residents said they paid rates to the Christchurch Drainage Board. The drain which passed before their homes travelled toward the Halswell quarries and veered right under Patterson avenue where it entered the Ellesmere area. The chairman (Mr J. Mackenzie) said the council considered the matter to be a duplication of . rating. He said the residents were being rated by the North Canterbury Catchment Board and the Christchurch Drainage Board. Other properties on the north of Nicholls road, Halswell. and the east of Junction road were within the boundaries of the Cashmere drainage area as well as being included in the Catchment Board's area

Mr Mackenzie said the Catchment Board in its reclassification had brought into its district areas which were already being rated by other bodies “I don’t know whether the ” Catchment Board has made the boundary changes legal or not,” he said, “but the fact remains the residents are being rated by two authorities.” Mr Mackenzie saia an approach had been made to the North Canterbury Catchment Board to ascertain whether steps had been taken by them to have the gazetted areas readjusted to meet the change. No reply from the board had been received by the council said Mr Mackenzie.
