Communists Issue . Manifesto (N.Z. Press Association—Copyright) LONDON, September 17. The British Communist Party in its election manifesto issued today called for an AngloSoviet non-aggression pact and a •‘free and independent” Britain ‘‘tied neither to the North Atlantic Treaty Organisation war plans nor to America.” The Communist Party, which is putting forward 18 election candidates. has no representation in the House of Commons.
