Highest Since 1939, Says Magistrate (Keto Zealand Press Association) DUNEDIN, August 2. On the basis of a percentage of 10,000 people, prison population in 1958 had been the highest since 1939, Mr J. D. Willis, S.M, said on Saturday morning. He was commenting on the criticism by the Minister charge of Police (Mr Connolly) of his views on the Welfare State. He had no comments to make on Mr Connolly's other remarks.
