When the amendments had been passed by the meeting, Mr R C Blackmore said that such contentious matters as amendments to the Freshwater Fisheries Regulations (North Canterbury) should go before the fish committee of the society before being presented to the council. *'l feel that the amendments have been passed in a haphazard manner and I for one am not particularly happy about it. I feel that the regulations should have been cut down—not increased. I move that all contentious matters be heard by committees first,” he said. Mr Blackmore’s motion was seconded, the chairman (Dr. D. McK. Dickson) commented: “I hope that is not passed.” Mr N. I. Voyce: Point of order Mr Chairman. I must object to your remark. What you said was a direction to the council. A chairman cannot do that. Dr. Dickson: I was within my right to make that remark. A member then moved an amendment to Mr Blackmore’s motion that the words "wherever possible” be added and the amended motion was passed by the meeting.
