United Stotes and French Governmenta: be reasonable over Berlin and let us work out a Plan to protect all Europe, including the Soviet Bloc counfeap ® f the “Daily Sketch** said today.
The three Western Governments were working on a draft reply to Mr Khrushchev's Note about Berlin and the demand that the occupying powers leave by the middle of. this year, the> newspaper said. The plan the British Prime Minister , (Mr Macmillan) had in mind v4is for all European Governments to sign an undertaking to defend any victim of aggression—including Russia and the Communist cbuntries, said the ‘‘Daily Sketch.” It would be backed by Britain, the United States and other Governments.
Such a pact would overcome the difficulty that Russia would not agree to a German settlement and the reuniting of the country unless Western Germany left the North Atlantic Treats’ Alliance.
If the all-agsfinst-an-aggressor agreement were signed all other international treaties would be cancelled, the “Daily Sketch” said.
.Mr Macmillan repeated several times in the House of Commons yesterday that he wanted a conference on Germany with the Soviet and other Governments. He was determined to bring about summit talks, the “Daily Mail” saicj. He was also ready to meet Mr Khrushchev to discuss world-wide issues of tension or the narrower but vital problems of Germany.
