Harbour Board Elections

In ballots for the positions of chairman and deputychairman of the Lyttelton Harbour Board yesterday, the Mayor of Christchurch (Mr G. Manning) was twice defeated. Mr W. P. Glue was re-elected chairman for a fourth term. Mr A. A. Macfarlane (Amari) was elected deputy-chairman. Presenting his annual report, Mr Glue wished the new chairman about to be elected as happy a time in office as he had had. “Don’t you think it is fixed already?” asked Mr Manning. Mr Glue: I don’t know. Mr Manning: My experience on the board is that it is. “You have more experience of that than I have,” replied Mr Glue. The time was inopportune to change the chairmanship, said Mr F. I. Sutton, nominating Mr Glue. Mr Glue should be allowed another year to complete the work under way. Mr Manning was nominated for the chairmanship by Mr W. B. Laing. “The reason I am doing that is that Mr Manning is held in very high respect on this board and in the province and the city, and has done a lot of work,” said Mr Laing. “I am sure he can put the time in as chairman of the board. With all due respect to Mr Glue and everything said by Mr Sutton, I am one who doesn’t believe in making the chairman a chairman for all time. “Although Mr Glue has done a good job, I still think it is a job to go round. The same thing was said last year as was said by Mr Sutton today. This will be Mr Glue’s fourth term, and I don’t think it is correct. A chairman can do three years with a new board,” he said. On a ballot, Mr Glue was declared elected by the returning officer (Mr A. L. Burk), press reporters being the scrutineers. “A year ago, I did not expect to serve another term,” said Mr expressing thanks for his re-election. “I quite agree with Mr Laing that this job should go round. Some of the mayors should look at it from that aspect. . . . The last ballot I was in was with the Mayor of Christchurch, and it is only fair that I should win this time.” Mr Manning: I know the way the people voted. For the deputy-chairmanship, Mr Macfarlane was nominated by Mr C. W. Tyler, Mr Sutton by Mr J. Brand, and Mr Manning by Mr Laing.
