“Not Easy To Reconcile” NEW YORK. December 10. The United Nations SecretaryGeneral (Mr Hammarskjold) said last night that the United Nations was hampered by its Charter provision that barred intervention in matters essentially within the domestic jurisdiction of any State, The United Nations Charter said the organisation “shall promote respect for human rights,” but this phrase, and the so-called do-
mestic jurisdiction clause seemed not easy to reconcile, Mr Hammarskjold said. “It is obvious,” Mr Hammarskjold said, "that this must give rise, and in actual fact has given rise, to great difficulties in the interpretation and application of the Charter.
“But while the actual limits of the jurisdiction of the organisation are, and are bound to remain, controversial, there is universal agreement that the organisation has the obligation to promote universal respect for the observance of human rights. “The scope of the United Nations’ Human Rights activities must be widened, whether it be through international law or through national legislation,” said Mr Hammarskjold, who spoke at a dinner of the American Association for the United Nations.
