DRAINAGE IN PAPARUA

Plans For Urban Area Inclusion of urban Papanui in the land drainage rating area of the Christchurch Drainage Board is proposed. “It is apparent that the board’s position as to stormwater disposal in the county is clear—namely that it is the board's responsibility in terms of its own act. The board’s solicitor further points out that this responsibility exists whether the board rates the area or not,” the works committee reported to the board last evening. ‘‘The county has asked that the board bring into its land drainage rating area as from April 1, 1959, that part of urban Paparua county within the stormwater watersheds as defined in the plans of the council’s consulting engineers and also coming within the proposed “urban fence line” as at present defined by the Christchurch Regional Planning Authority. The county also asks for some indication of the extent of drainage work that would be likely to be carried out in the district over the next year or two,” the report said. “Outfalls Needed” “The committee is aware of the county’s proposals to provide kerbing and channelling in the fast-developing urban portions of the county, and is also aware of the absence of stormwater outfalls to take side channel drainage. This is the problem which faces the board and which hitherto has been of no great concern,” the report said. “Before the board can deal with the problem, however, some indication should be obtained from the county of the extent and timing of the work they propose. Such work as the board would undertake would then be determined in the light of this information and of the board’s own engineers’ investigations. which would proceed without delay. It would therefore not be possible at this stage to be specific as to the work that would be carried out over the next year or two. but it was felt that the county would fully appreciate the board’s position. The committee therefore recommended:— (1) That the board include in its land drainage rating area as from April 1, 1959. an area to be defined by agreement with the county. (2) That the county be asked to submit all present and future plans of its proposals. (3) That the board’s planning division proceed with the planning of necessary stormwater outfalls. <4> That the board proceed with the construction of outfalls having regard to available finance and to the existing priorities within its district.
