Forecast Changes In Regime NEW YORK, June 20 ' The Sultan of Jogjakarta was j expected to be included in the , Indonesian Government as a re- ‘ suit of Cabinet changes which will be announced this week-end according to a dispatch to the , “New York Times” from Jakarta It said that the youthful, hereditary chief of the Jogjakarta region was destined to become Minister of Trade. He would replace Mr Sunardjo. of the Moslem Teachers’ Party, who would be shifted to another Governmeni post. The Sultan and Dr. Mohammed Hiitta, the former Vice-President, were put forward by the Indonesian rebel leaders of Central Sumatra last February as acceptable to the rebels in the role of organisers of a new Governmeni to replace the present Jakarta Ministry. The Sultan’s joining the Government now would enhance its acceptability to that' section of opinion which was sympathetic to the rebellion. As Trade Minister he would have wide scope to deal with foreign domestic trade, in eluding many general economic problems.

A high Government source said yesterday that the Governmeni was confident that the major military operations against the rebels in North Celebes would be competed successfully by the end of June, the “New York Times” dis patch said.

The dispatch said that the Government plans to call a national conference of regional officials in about three months to plan the national budget and decide on allocations of funds to different regions. The conference would be an effort to give greater-consider ation to regional needs and thus would aim to mollify claims' of regions that the central Government has not been giving provinces a fair deal in divisions ol lunds and authority.
