DOUBLE PARKING OFFENCES
Traffic Officers Vigilant A campaign against double parking developed spontaneously among traffic officers of the Christchurch City Council yesterday afternoon. The Traffic Superintendent (Mr G. P. Kellar) was first informed by a reporter of the prevalent cautions. He said he had ordered no special attention to the offence (although officers were instructed to keep a careful check); but he confirmed that frequent abuses of privilege had brought trouble for offenders. “Double parking is inconsiderate at any time and on a busy Friday it aggravates all traffic problems,” said Mr Kellar. “Congestion is increased, following traffic has to pull out dangerously beyond the centre line, and everyone becomes irritable.”
The regulations permitted goods-service vehicles to double park briefly to load or unload when no kerbside parking was available; but always with due consideration for other road users Mr Kfellar said that carriers seen double-parked late yesterday afternoon and then questioned by inspectors, no doubt had their problems in heavy traffic; but such parking could constitute an offence.
No allowance for private motorists double parking was made in the regulations, Mr Kellar said. “With the approach of winter when more people may use cars and when visibility and road surfaces may be dangerous, I appeal to all drivers to avoid double parking,” Mr Kellar said.
