Plans For Pact

.Rejected

(Rec. 8 p.m.) WASHINGTON, January 7. The United States has decided to reject either a “summit" meeting or a non-aggression pact with the Soviet Union unless specific East-West disputes are settled first, the United Press reported today. It also said that United States officials belittled the Soviet announcement of a 300,000 man cut in her armed forces and indicated that the United States would not accept Moscow’s challenge to surpass that. They said that if the Soviet cuts were real Russia was trimming her military power because of the increasing destructive power in modern weapons, without losing any of its striking potential. United States officials, according to the United Press said America was doing the same thing. They pointed to the Unit" States military cuts of about 900.000 men since the Korean war.
