Water Supply To Be Discontinued Private property owners at Kairaki Beach who draw water at present from the Kaiapoi Borough Council’s supply system will be disconnected on April 1, 1958, according to a circular issued recently by the council. The supply is from a well owned by the council and distributed through a short pipeline. The Kaiapoi Town Clerk (Mr I. J. Corich) said yesterday that the supply had been provided many years ago for the use of the campers in the domain and for the visiting public. Week-end cottages and baches had been connected and 5s per annum was charged. This charge was insufficient for the cost of operation and a report presented to the council on the state of the supply had indicated that a large sum of money would be necessary to bring it up to an adequate standard. To improve the system would involve the raising of a loan and the pledging of the Kaiapoi ratepayers as security, he said. This could not be done as Kairaki Beach was outside the borough boundary and was under the control of the Rangiora County Council which provided nightsoil collection and maintained the reading. and collected the rates in the area.
The Kaiapoi Borough Council felt that its only responsibility was to supply water for the domain reserve and for the general public, Mr Corich said. The residents could either take their problems to the proper authority —the Rangiora County Council—or they could sink a well and use the existing pipeline as a communal effort, which had already been done by the residents of the Pines Beach.
The present situation had arisen because the area had changed from a week-end and holiday resort to a semi-permanent housing settlement; and there was little the council could do, Mr Corich said.
