RUSSIA REJECTS ARMS PLAN
Apparent Deadlock At London Talks (A’.Z. Press Association—Copyright) (Rec. 11 p.m.) LONDON, August 30. Western observers last night saw little hope of saving the five-months-old disarmament negotiations from failure as a result of the rejection of the Western plan by the Soviet delegate (Mr Valerian Zorin). The American delegate. Mr Harold Stassen, plans to leave immediately for Washington for consultations on the future of the talks. This is being interpreted as indicating the gravity with which the West regards Russia's attitude.
Western officials expressed surprise that Mr Zorin condemned the Western proposals without referring them to his Government or asking for any classification. It appeared that Mr Zorin had come to the meeting, with instructions to denounce the Western plan without delay, Reuter’s diplomatic correspondent said.
