This is being interpreted as indicating the gravity with which the West regards Russia's attitude.

Western officials expressed surprise that Mr Zorin condemned the Western proposals without referring them to his Government or asking for any classification. It appeared that Mr Zorin had come to the meeting, with instructions to denounce the Western plan without delay, Reuter’s diplomatic correspondent said.
