WEST’S PLAN ON ARMS
“Cool Reception” By Russia (N.Z' Press Association—Copyright) (Rec. 9 p.m.) LONDON, August 3. The Russian delegate to the London disarmament talks, Mr Zorin, has given a cool reception to the West’s plans to open most of the world to air inspection against surprise attacks.
Some points, he said, gave rise to surprise and misgiving.
Yesterday Mr Dulles, speaking for America, Britain, Canada and- France, presented a proposal that Russian aircraft could inspect all Canada and the United States, plus Alaska, and planes of the West could inspect all Russia. An alternative plan Mr Dulles put up was that all territory inside the Arctic Circle and the Aleutian Islands could be open to inspection.
Mr Dulles said if Russia accepted one of these plans the West would suggest opening all Europe for inspection from Ireland to the Urals or, falling that, a limited European zone. But Mr Zorin wanted to know why the Arctic, where there was not a living soul, let alone military installations, was included and why had N.A.T.O. • and S.E.A.T.O. bases in Africa? Japan and Pakistan been left out?
