Glue (a City Council representative), Mr R. A. Witbrock and Mr W. S. MacGibbon (appointed by the Governor-General), Mr V. G. Spiller (combined boroughs’ representative), Mr W. Morris (Lyttelton Borough Council appointee), Mr F. W. Freeman (representing combined counties), and Mr L. G. Amos (a City Council representative). Mr MacGibbon was appointed chairman.
