Condition Set By Turkey ISTANBUL, Dec. 16. The Turkish Prime Minister (Mr Adnan Menderes) insisted that terrorism in Cyprus should end before a new constitution for the colony is put into operation. The British Colonial Secretary (Mr Alan Lennox-Boyd) told reporters this, after talks in Cyprus with Mr Menderes. Mr Lennox-Boyd said earlier today that he wished to discuss not only the constitutional proposals drawn up by Lord Radcliffe (expected to be published soon) but also the Cyprus question as a whole. Authoritative Turkish sources said that the Turkish leaders requested at the meeting the amendment of some of the Radcliffe proposals dealing with the safeguarding of the rights of equality between the Greek and Turkish communities in Cyprus.
