Pledge Given By Kadar
(Rec. 11.30 p.m.) VIENNA. Nov. 17. ~Jhe Hungarian Prime Minister (Mr Janos Kadar) said today that Soviet forces wonld be progressively withdrawn from his country as Hungarian workers* “armed units” began functioning. The Prime Minister said that as soon as order was restored, the Government would negotiate for the entire withdrawal of Soviet forces. It would also be necessary to negotiate with other East Enrogean countries about the Warsaw act—East Europe's equivalent of the North Atlantic Treaty Organisation. He said the first units of the Hungarian Army had been put into operation tn Budapest.
