Sir,—The Governments of the United States, Great Britain, and France have sent, to the Soviet Union Notes for the unification of Germany. However, as long as there is likely to be a resurgence of the old military Germany of Hitler, and there seems to be a chance of this happening, the nervousness of left-wingers is quite justified. It is possible that the Soviet Union xyould not object to having a combined Germany if the spirit of Potsdam were maintained, which envisaged a united, peaceable, democratic, and freedom-loving State. There has been a considerable departure from these
ideals lately. Meanwhile the division of the country prevents the rise of another Hitler.—Yours, etc., October 11, 1956.
