RIOTS PROTEST BY CHINA

“British Failure” In Kowloon

(N.Z. Press Association—Copyright) (Rec. 9 p.m.) HONG KONG, October 13. The Chinese Communist Government today lodged a strong protest with the British Government over “the failure of the British authorities in Hong Kong to stop the Kowloon riots,” Peking Radio reported tonight.

The radio said the Chinese Premier and Foreign Minister, Mr Chou En-lai, today summoned the British Charge d’Affaires in Peking, Mr Con O’Neill, to protest at the riots.

Mr Chou expressed “great indignation and deep concern over the heavy casualties suffered by the peaceful Chinese inhabitants in Kowloon and the grave damage to and destruction of their property as a result of cold-blooded murders and plotting perpetrated by Kuomintang agents.”

The broadcast said Mr Chou “strongly protested against the failure so far of the British authorities in Hong Kong to adopt effective measures to stop the violence and disturbances organised and fomented by Kuomintang agents as a result of which there was a continuing heavy loss of life and property occasioned to peaceful Chinese residents.” Mr Chou demanded that the British authorities in Hong Kong “immediately take effective measures to drastically punish Kuomintang agents and effectively protect Chinese inhabitants in Hong Kong and Kowloon and organs and enterprises under the Chinese Government.”

The radio added that Mr Chou demanded a reply from the British Government and indicated that the Chinese Government reserved the right to raise demands in the future.
