ENTRANCE TO UNIVERSITY
“ EXAMINATION NOT ENTITLEMENT ”
“The Press’’ Special Service AUCKLAND. July 5. Passing or being accredited with the university entrance examination did not thereby entitle anyone to go to a university college. Professor A. G. Davis, professor of law at Auckland University College, told the Auckland Grammar Schools Board. Professor Davis said this during a discussion on the decision by the college not to admit students after 1961 unless they had passed in a foreign language in the school certificate examination.
Mr Justice Stanton said he was “a little disturbed" by this.
“If that is the position, it should be put right or clarified.” he “If we have university education, we should know who are entitled to get it."
Professor Davis made his comment on a statement by Mr O. Conibear. president of the New Zealand Secondary School Boards’ Association, who claimed that it was questionable whether the Auckland University College had power to refuse any candidate admission because he had failed to pass in a foreign language for school certificate.
There was nothing whatsoever, said Professor Davis, in any Act of Parliament. any regulation or any legal or judicial provision, that said a person who had passed the university entrance examintaion. or had been accredited. was thereby entitled to go to d university college.
“There is no compulsion or age limit about it as there is with post-primary education “so that a statement that a person is automatically entitled to it is quite wrong." he said. After discussion it was decided to defer consideration of the university college proposals until the next meeting of the board. The principals of the board's schools will be asked in the meantime for their comments. and members will be sent copies of the university college proposals and its subsequent memorandum.
