DISPUTE OVER CYPRUS
(Rec. 10 p.m.) NICOSIA, Jan. 8. Cyprus authorities were reported late last night to be waiting for orders from London on whether there should be further talks between FieldMarshal Sir John Harding, the Governor, and Archbishop Makarios, who leads the movement for union with Greece. The new talks would clarify whether Archbishop Makarios still insisted on a time Ihnit for self-determination, one of the key points at issue, political quarters said. . Recent statements by the Archbishop indicated that he demands "guarantees” for the exercise of self-determin-ation. but might have dropped his demands for a time limit, they added. But his demand for “guarantees” still went further than last position in the November talks—an offer to recognise the right ’ to self-determination in the indeterminate future. Political quarters said there might still be a chance for a constructive solution if clarification of certain points at issue led to concessions from either side’s declared attitude. Failing this, they thought the deadlock would continue with possible continued terrorist violence and an accelerated fight by security forces agatinst it.
