BRYNDWR T.A.B. AND THEATRE

PLANS DISCUSSED BY WAIMAIRI COUNCIL APPLICATIONS DECLINED The Waimairi County Council has refused an application by a shopkeeper to establish an agency of the Totalisator Agency Board at the junction of Clyde road and Ham road. The applicant proposed two possible sites, one of which had been reserved for the erection of a theatre.

An application to establish a picture theatre in the area was refused in July by the Chief Inspector of Films, against whose decision there is no appeal. Cr. C. Austin said residents and shopkeepers he had asked thought that, although none of them were betters, an agency was needed in the area. Cr. A. R. Blank: In an area of four schools I would not like to see it. I move that the application be declined. Cr. A. L. Haslam, who seconded the motion, said he had asked many residents and they were against it. The motion was carried.

A motion by Cr. Austin that the site proposed for the theatre be zoned by the council as a theatre site was carried. There was feoling that there should be a theatre in the area, he said.

Cr. Blank supported this, and Cr. J. I. Colligan suggested that the council write to the Chief Inspector of Films that the council was behind the application.

Cr. Austin said that the area had been already zoned by the Housing Division of the Ministery of Works as a theatre site, and the division would zone»- it for shops now the theatre proposal was rejected. Policy on T.A.B.

"I would like this council to adopt a policy to support the application for a T.A.B. in the area,” said Cr. Austin. Cr. Colligan: It is not a matter for the council; it is for the people. We are treading on dangerous grounds. Cr. Austin said that the council should not block an application for a T.A.B. ‘‘l am not supporting the T.A.8., but I am against bookmakers.” Cr. Blank: Our policy is not to put a T.A.B. under the noses of children. We cannot prevent them putting one somewhere.

“We are not here to set up a policy as to whether we are for or against T.A.B.’s. We should have nothing on our minutes on whether we approve the T.A.B: We can consider each application on its merits,” said Cr. Colligan. Cr. Sisson: Let them apply for It and we will consider it. Cr. Austin’s motion’that the council assist the board in approving a site was lost by three votes to five.
