PARLIAMENTARY DAY

(From Our Parliamentary Reporter) WELLINGTON, August 9. The introduction of the preferential voting system was advocated by Mr J. A. Roy (Government, Clutha) in his Budget speech in the House of Repretatives today. He was replying to charges that the Government was a minority one. His veiw was that some who thought they should be on the Treasury benches would get their answer under the preferential system. For the first time in the debal , the suggestion came from the floor of the House that the debate should in future be limited to selected speakers. Mr Roy made the suggestion. He was the fortieth speaker, and he sat down be-

fore Mr Speaker had sounded the bell marking the fifty-fifth minute of his speech. Except for Mr Roy’s two points, the debate again lacked interest and sparkle. The number of speakers has reached 41.
