Dog Registration
“The council’s duties begin and end when they have provided facilities tn register dogs,” said the chairman (Mr J- Mackenzie) at a meeting of the HalsweU County Council. Mr Mackenzie was referring to a letter from a Christchurch legal flrm which said that a council would have to take responsibility for an unregistered dog which was caught worrying sheep in its district "The onus is on the owner," Mr Mackenzie said.“We have gone one better than most councils, pur registrar of dogs has gone from house to house to see that all dogs are registered. Over the years we have got as near the maximum number of dogs registered as any local body could get"
