IMPROVEMENTS AT HALSWELL

DEPUTATION TO COUNCIL FOOTPATHS AND RUBBISH COLLECTION WANTED Better footpaths, a rubbish collection, and support for obtaining compulsory stops at intersections, and a fairer allocation of telephones were sought by a deputation from the Halswell Imorovement Association at a meeting of the Halswell County Council yesterday. The deputation consisted of the association’s secretary. Mrs D. M. Shrimoton, Mr I. Cooper, Mr M. Sutcher. and Mr T. W. C. Toth ill. The chairman. Mr Cooper, said that Halswell was becoming more a residential area and these changes were needed Mr Cooper said that a general meetng of the association had agreed that the lack of footpaths in the township was inconvenient to all residents ano j danger to children. He suggested that a coating of quarry flour on a suitable foundation would be satisfactory. They were urgently needed in Kennedyßush road, Paterson avenue. Muir subdivision. Junction road, and oads near the school, he said. Mr Butcher said the meeting favoured a monthly collection of nonjerishable rubbish, and people would he willing to pay for it. The association was willing to ascertain the response of ratepayers, he said. Because of the danger of serious accidents at the intersection of Junction. Sparks and Main roads and Paterson avenue, compulsory stops should oe instituted, and at the Hornby intersection there should be the double protection of compulsory stops and a speed limit of 30 miles an hour, said Mr Tothill. The chairman of the council, Mr J. MacKenzie. said that this matter would have to be dealt with by the Transport Department. Halswell had not been treated fairly in the matter of telephones, and other suburbs, of more recent growth, had f ared better, said Mr Tothill, asking he council to support the association's orotests. Mr MacKenzie said that ae had learned that the Post Office found Halswell a difficult area because of the lack of cable circuits, and although □lans had been prepared it miaht be 18 months before additional cable was installed. The council had already written to Mr J. K. McAlpine, member of Parliament for Selwyn. asking for assistance in obtaining information on nroviding private telephone facilities' in the ‘ownship and the surrounding area. The council had suggested that it was possibly correct that there was no area of a similar size within five miles of Cathedral square with so few telephone The time had come when the council could give more attention to these things. Footpaths were in need of repair and a rubbish collection could be considered, said Mr MacKenzie. Water Reticulation A written request for the investigation of water reticulation in the residential area of Halswell was received by the Council from the Improvement Association. The association asked the council to

consider an investigation at an early date, and that an indication be given as t to .. future P°l ic y- The letter said that the association had learned at its last general meeting, that in Hornby residents were being rated for water reticulation after installing their own domestic pressure systems at considerable expense

Flagging and numbering of sources of water for fire fighting in the district was also suggested by the association, it would save the firemen much time and would be a reminder to residents of the danger of fire and the source of protection if fire occurred The support of the council in legal proceedings on behalf of residents who have objected to the Catchment Board’s classification was sought by the association.

A letter from the Halswell branch of Federated Farmers asked the council to lodge an objection to the proposed reclassification for the Waimakariri area. Mr MacKenzie said that a reply had been sent to the branch that it was not felt that an objection by the council was justified. The alteration in the rate for the area would mean an increase of 2|d for each £lOOO of capital value and appeared to be of such a minor nature that there was hardly a good cause for objection.
