SCHEME READY IN 1957
POSSIBLE CAUSES OF DELAY
A larger staff could shorten the time for the planning scheme for the Christchurch region, proposed to be operative or submitted to the Appeal Board by September, 1957, the planning officer (Miss N. Northcroft) reported to yesterday’s meeting of the Christchurch Regional Planning Authority.
All survey and analysis work was to be completed by the end of September, 1956, and the sqheme plan and reports by the end of March, 1957, she said. The programme might be delayed by difficulties in collecting information and getting firm statements of future policies from the various departments, authorities and organisations concerned with development. “The survey is designed to collect information in a general rather than in a detailed way wherever this is possible,” she said. “This is because it is to form the basis of the regional scheme which is stated in more general terms than a district scheme. However, by spending more time on the survey it would be possible to collect most of the information in a way required, for the district schemes of the separate local authorities. This, though lengthening the time for completing the regional scheme, should shorten the time for preparing the district schemes.
“This, however, is a matter for the local authorities to decide as it will depend ih part on whether any or all of them wish to use the staff of the regional office in helping them prepare their district schemes or whether they wish to prepare these themselves.”
