GERMAN SOVEREIGNTY RESTORED.—Treaties to restore sovereignty to West Germany and to permit Allied forces to remain on German soil were signed and deposited by the United States and West Germany in Bonn last Wednesday. The United States High Commissioner (Mr James B. Conant), seated on the left, and the West German Chancellor (Dr. Konrad Adenauer), seated in the middle, signed the documents. West German government officials are grouped around the table.
