Bertrand Russell On World Peace

Bertrand Russell, the philosopher, today suggested two ways to force the worlds statesmen “to realise that war is now out of the question as a means to settle national differences.” These are:— A joint proclamation by the world's most eminent scientists that war cannot be allowed to continue. An expert report by a neutral government—not committed to either the Eastern or Western blocs—describing the likely effects of an atomic war, to be JP, r ? sent . ed to all other governments. Addressing 150 members of 30 parliaments meeting in Rome in the Interparliamentary Union, Earl Russell said: ‘There are statesmen in America, China and Russia who still do not realise that war cannot in any way serve their purpose. “Mr Dulles and Mr Chou En-lai are, doubtless, too busy to learn the basic fact that the development of thermonuclear weapons has made war impossible as an instrument of policy. “They do not realise that it is not worth while destroying the human race for Formosa and two tiny islands.'*
