HARBOUR RATING PROPOSALS
COMMENT BY MAYOR OF KAIAPOI
The mayor of Kaiapoi (Mr N. E. Kirk yesterday explained remarks he made on Monday evening when the Borough Council discussed rating proposals for the Lyttelton Harbour Board.
"As the borough becomes bigger, the levy could be increased to a possible maximum of |d in the Sir Kirk said. “Because the rate of capital development in boroughs is greater than in the counties, the levy on the boroughs for harbour improvements will increase while the counties' levy will decrease. Yet most county ratepayers derive their income from exports,” Mr Kirk said.
