Sir Anthony Eden is expected by diplomatic quarters in London to have private talks with the United States Secretary of State (Mr Dulles) and the French Prime Minister (Mr Pierre jlendes-France) before the start of the JiA.T.O. Council meeting in Paris on Friday. Their talks will cover the Western attitude to the recent Soviet threat of an arms race should the London and Paris agreements be brought into force and the controversy on whether a decision to use atom weapons should rest with the politicians or the generals. In preparation for these talks. Sir Anthony Eden will seek the views of Sir William xlayter, British Ambassador to Russia, on the present inten-

tions of the Soviet leaders. Sir William Hayter arrived in Britain yesterday. The Western Governments had instructed their Ambassadors in Moscow to take every advantage of an apparent willingness of the Soviet Government to seek more intimate and informal exchanges through diplomatic channels, with a view to improving Soviet-Wes'2rn relations and relaxing world tensions. Last week Mr Dulles said that there had been preliminary exchanges of views among the Western Powers on the possibility of a Big Four conference, with Soviet participation, next year. Mr Dulles at the same time said be expected this subject to come up when he was in Paris.
