Spirited Appeal For Rejection

Mr Jules Moch the former Socialist Defence Minjgter, today opened the vital debate in the French National Assembly on ratification of the European Anny Treaty with an appeal to his fellow deputies to vote against the long-delayed project.
Mr Louis Delbez a supporter of E.D.C., presented a motion arber today asking for the debate to be postponed until September 21 A Wh,le A he £ overnme nt resumes talks With its five EJD.C. partners after the collapse of the Brussels Conference jut week-end.
Behind-the-scenes consultations prevented Mr MendesFranee, the Prime Minister, taking his place on the front bench of the Assembly for the start of the debate.
Press and public galleries in the vast Assembly Hall were packed as Mr Moch stood up to present his repoit* against nfification as chairman of the Assembly’s Foreign Affairs Commission.
