MINISTER ANNOUNCES CHANGE

(New Zealand Press Association) WELLINGTON, July 20. The duties of members of the Advisory Executive Council in Western Samoa had been extended to give the elected members further experience in executive functions, said the Minister of Island Territories (Mr T. C. Webb) today. Under the new arrangement the four elected members were to be attached to the three official members of the council as associates, Mr Webb said. The official members are the Secretary to the Government, the Financial Secretary, and the Attorney-General. Mr Webb said it was envisaged that the associates would assist the official members to present in the Executive Council and the Legislative Assembly the business of the departments of the Government. The step, he said, had been taken after full consultation between the High Commissioner of Western Samoa and the Samoan leaders. It was in accord with the New Zealand Government’s statement of policy on Samoa announced in 1953. That policy, issued in March last year, provided for an over-all development plan and envisaged a controlled but rapid progress of the Samoan people toward self-government.
