(Rec. 9.30 p.m )' BERLIN, February 13. The United State? Secretary of State <Mr Dulles) met the Soviet Foreign Minister (Mr Molotev) for 40 minutes before today’s session of the Berlin Bis Four conferenct to discuss President Eisenhower’.* plan for a world atom bank. A
An authoritative source said later that Mr Dulles and Mr Molotov "made progress” on the plin. It was their second and final meeting during the Berlin conference and the talks will be continued, probably in Washington. Mr Dulles and Mr Molotov in the present talks are concerned only with procedure for a full-stale discussion of the Eisenhower plan, not with the details of the plan itself. Although the talks in Berlin hive been two-sided Mr Dulles has assure? Britain and France that they will be brought into full negotiations, together with other interested nations, at a later date.
