PRELUDE TO TALKS ON INDEPENDENCE

(Rec. 11.30 p.m.) SAIGON, October 12. The Prime Minister (Nguyen Van Tam) today opened Vietnam’s first National Congress in Saigon. The congress will draft Vietnam’s independence claims, for presentation at the forthcoming negotiations with France. The Congress, which includes representatives of elected bodies and political, professional, and religious groups, will also decide the conditions under which Vietnam will remain a member of the French Union, in line with the need for military co-operation with France to combat the Communist Vietminh menace.

It will elect 20 members, from whom the Head of the State (Bao Dai) will appoint the Vietnamese delegation to the talks with France.
