PLAN TO INVADE CHINA

Chiang Seeks Aid From U.S. (Bee. 11 pjn.) NEW YORK, July 21. A dispatch in the “New York Times” from Formosa today quotes Marshal Chiang Kai-shek as saying that “within six months of getting the necessary equipment” his troops could land on the Chinese mainland. The dispatch, written by James Reston, the newspaper’s chief political correspondent, now in the Far East, says that the marshal „said in an interview that the United States could very quickly bring about a basic change in the situation on the China mainland by approving material requests, which he said he had placed before the United States Government. Reston said Marshal Chiang told him that it would not be necessary to get troops or air or naval cover from the United States for such an operation, but the Chinese Government needed the tools and perhaps some technical assistance. Marshal Chiang emphasised that he was not proposing open war by the United States on the Coihmunists, as such a war would be “stupid,” but he said that United States aid could be used to fight “proxy wars,” just as the Kremlin had done in Indo-China and Korea. Pacific Security In answer to a question about the Pacific Security Pact, Marshal Chiang said thatj with the end of the Korean war in sight, it had become more important for the United States to strengthen its defences in the Western Pacific. It was important for the United States to have a security pact not only with the Republic of Korea but also with all countries on the fringe of the Iron Curtain. Marshal Chiang said he approved of the truce terms in Korea, but he urged the United States to follow any armistice there with a bolder security policy in the Pacific. Reston says it is understood that the United States Government has been discussing a guarantee for Formosa, although nothing is likely until after the proposed political conference on Korea.
