VIETNAM OPINIONS DIVIDED

(Rec. 11 p.m.) SAIGON, July 20. Bao Dai, head of the Vietnam State, today vetoed a decision made yesterday by the Vietnamese Government to send a two-man mission to Paris to discuss with France means of implementing the new French policy on independence for the Associated States of Indo-China. Usually reliable observers reported this in Saigon today. Vietnamese sources said Bao Dai regarded the mission as unnecessary because Vietnam was already represented in France by a High Commissioner. An official said that Bao Dai had postponed his own proposed visit to Paris, scheduled for later this month. Observers in Saigon believe that underlying these actions is a difference of opinion in Vietnam about the whole independence issue. The nationalists want to take a strong line for complete independence and the Government favours a more mod-

erate line, and is prepared to accept much less than full independence. These observers believe the Vietnamese Government will wait until it is quite certain how much Ffanch will readily concede. No demands like those by Cambodia will be made until France’s attitude is known.
