The Local Government Commission, in pursuance and exercise of the powers and authorities conferred upon it by the Local Government Commission Act, 1946, on 15th July, 1953, promulgated two Final Schemes providing as follows: (1) That nine areas be excluded from the County of Waimairi and included in the City of Christchurch; (2) (a) That five areas be excluded from the County of Heathcote and included in the City of Christchurch; and (b) That the Estuary of the Avon and Heathcote Rivers be included in the City of Christchurch. IN the matter of “The Counties Act, 1920,” "The Rating Act, 1925,” and amendments thereto. An estimate prepared and approved by the Heathcote County Council, showing for the period beginning on the Ist day of April. 1953, and ending on the 31st day of March, 1954. 1. Pleasant Riding, all on the Capital Value of the rateable property in such Ridings in the County of Heathcote. A Fire Protection Rate of 7-32 d in the £ on the value of buildings in the Murray Aynsley Hill Special Rating Area of the Hillsborough Riding. A Hospital and Charitable Aid Rate of l-3d in the £ on the Capital Value of al! rateable property in the County of Heathcote. A Water Rate in the Cashmere. Mt. Pleasant, and Hillsborough Ridings in respect of the ordinary water supply within the meaning of the Heathcote Water Bylaw. 1933: (a) Upon all land and buildings to which water is supplied. 1. Where the Annual Value does not exceed £l2 10s, a rate of 10s. 2. Where the Annual Value exceeds £l2 10s, a rate of 2 per cent, on such value in the case of the Cashmere Riding, a rate of 21 per cent, on such value in the case of the Hillsborough Riding, and a rate of 3} per cent, on such value in the case of the Mt. Pleasant Riding, provided that in no case shall the rate for the ordinary supply be less than 10s per annum. (b) Upon all land and buildings to which water can be. but is not supplied. situated within 100 yards of any part of the water works, a rate of one half of the rates above mentioned, with a minimum charge of ss. Special rates for the purpose of meeting the annual interest and sinking fund charges, such rates to be levied on the Rateable Capital Value of all rateable property in the several special loan rating areas as follows: 1.
