“ Still Not In Line With West ” (Rec. 8 p.m.) LONDON, June 23. The partial lifting by Russia of the travel ban on foreigners is a welcome alleviation. but still does. not bring the Soviet Union into line with Western nations, official quarters said today. Britain Is not likely to reply by easing her restrictions on the movement of Soviet diplomats in Britain until she has consulted her Atlantic Pact partners. Retaliatory restrictions were imposed by all the 14 Atlantic Pact countries, but they apply only to diplomats. not to ordinary citizens. Meanwhile in the Moscow area the restrictions unchanged by the new’ Soviet orders are making life difficult for Western diplomats. They are forced to travel to the limits of the Russian capital in “through” trains. A Danish travel official said today that Russia would have to reduce costs considerably before Danish tourists could travel through Soviet territory. At present it would cost a Dane nearly £8 a day.
