BERLIN, June 21. Dr. Theodor Heuss, the West German President, condemned the East German Communists for “nonsensical talk about agents provocateurs,” causing the recent riots. He said this was the old excuse of those who felt they were caught redhanded by the people. Dr. Heuss. speaking at a memorial service in the Bundestag (the Lower House) for the victims of the riots, said that the workers had rebelled against a government which called itself a workers’ government. He warned that no mor? blood must flow "neither in the streets nor at the hands of courts-martial. Revolts will not form Europe. A world can be smashed, but not built up with tanks.’
