SEWERAGE SCHEME AT KAIKOURA

OFFER TO GOVERNMENT HOUSING DEPARTMENT

The Kaikoura County Council has decided to increase a previous offer to the State Housing Department for the purchase of a sewerage scheme installed by the department in Kaikoura to serve the State housing blocks in the Kiwi and Bayview streets areas. This resulted from a petition of ratepayers in the Upper Churchill street area asking for an extension of the reticulation. The petitioners said that septic tanks in their area did not function properly because the nature of the sub-soil caused effluent to rise to the surface of the ground and create an insanitary and unhygienic condition. The petition stated that a position had been reached where the sanitary inspector would not give permission for any further septic tanks to be installed. The possibility of closer settlement in the area was advanced as an additional reason for reticulation.

The council chairman (Cr. H. J. Hewson) said that the Housing Department had constructed a sewerage system in Kaikoura at a cost of £6717. The council had made a contribution of £750 tq assist the department when the Bayview block was constructed? The system had been offered to the council for £4250. after allowing for the improvement to the outfall which, it had been estimated, would cost the council £lOOO to carry out, said Cr. Hewson.

Several ratepayers’ houses in the lower Churchill street area had been connected to the system, but the department. said Cr. Hewson, would not allow any further connexions until the sewerage scheme had been taken over by the council. A previous offer made

by the council had not been approved. On the motion of Crs. L. R. Alexander and F. W. Broughan, the previous offer made to the State Housing Department was increased by more than £lOOO. If the offer is accepted the petitioning ratepayers will be asked if they are prepared to bear the cost by means of a loan.
