NEW FRENCH REGIME
Mollet Fails To Form Cabinet (Rec. 8 p.m.) PARIS. May 23. The President of France (Mr Vincent Auriol) today called on the French Socialist leader (Mr Guy Mollet) to try to forip a Government but he refused. This is the first step toward forming a government to replace Mr Mayer’s Cabinet which fell on Thursday over his request for budget reforms. Mr Mollet, a schoolmaster, and one of the leading figures in .the European Consultative Assembly had already stated that his party is not prepared to take part in a 'coalition. It was assumed that he would therefore decline the job unless Mr Auriol could persuade him of the need for an all-party government excluding the Communists and perhaps the Gaullists. Mr Auriol has now invited Mr Andre Diethelm, the Parliamentary leader of Ahe Gaullists, to call on him. Urgency is added to the task in view of the Big Three meetings in Bermuda next month. Mr Auriol saw nine former Prime Ministers and leaders of various parties today and yesterday. It is considered that any new government must have the support of the Gaullists and the popular Republican (Catholic) Movement, but the Gaullists and the Popular Republicans are opposed on the European Army Plan.
